Is this a closed eye starting to form just south of the forecast point?

yes it is, storm is also on a n of due west heading, based on radar

I've been looking at the loop and I Don't see an eye. Where are you guys seeing the eye?

KAMX long range has recently closed the gap the raid had to fill to define a center of convection:

Looks promising for further strengthening to me. Not that that is good, but it's looks like it might be happening.

But it's building to the west now too, so it may be more likely to be able to hold the eye shortly.
