Message: HURRICANE FRANCES LINGERS OVER THE NORTHWESTERN BAHAMAS

The Event: At 11:00am Eastern Caribbean Time, Hurricane Frances was located near the Island of Grand Bahama in the Northwestern Bahamas. A hurricane Warning for the Northwestern Bahamas continues to be in effect.

The Prognosis: Hurricane Frances slowed considerably overnight whilst continuing to impact the Northwestern Bahamas. Its is expected to continue to drench the Northwestern areas with torrential rainfall for the remainder of today. The weather conditions in the central Bahamas continues to improve.

Status of RRM: The Regional Response Mechanism is activated. Caribbean Disaster Relief Unit (CDRU) on Standby


The Situation – BAHAMAS

The following update was provided by the National Emergency Management Agency’s (NEMA) EOC at 9am September 4, 2003

Inagua 2:53 PM
09/03/2004 Clear skies, calm seas. 2 captured vessels damaged. Trying to contact Mayaguana; they have not heared from them since 9/2/04 at 6:30pm.

09/03/2004 Damage to dock; damage is 2-3feet wide and deep. Electricity has been restored to the island.
Acklins/Crooked Island/Long Cay 8:16 AM Windy conditions; winds 30-40mph.Flooding of roads, minor damages to High School, damage to resident homes, major and minor damage to Government Clinic. There is damage to the dock in Spring Point. The Airport is good and are making arrangements for the Damage Assessment Team to arrive.

09/03/2004 Power is intermittent. There are fallen trees and flooding. Cleanup underway.
Exuma 12:00 PM
09/03/2004 Weather conditions improving. Water supplies restored, minor damage.
San Salvador / Rum Cay 5:25 PM
09/03/2004 There are about 100 persons with home damage; five family homes are destroyed. 2 government schools are damaged; some minor damage to government buildings; some flooding in areas. Power lines, phone lines down, no loss of life.
North Eleuthera 7:45 PM
09/03/2004 Winds in excess of 100 mph; debris in roads, no electricity. No land base phone contact with Spanish Wells, N. Eleuthera and S. Eleuthera Fiber Lines Broken. Fallen Trees. General flooding, structual damage.
Harbor Island 10:59 AM
09/03/2004 Winds 100 MPH over night; extremely high tide, flooding, fallen trees, electrical lines down. Shelters filled; damage to roofs reported, no injuries, minor damages to clinic, leaking roof damage; communication is good; road impassable.
Central Eleuthera 7:45 PM
09/03/2004 Governor's Harbour - heavy flooding, some structural damage. Hatchet Bay - heavy flooding and some structural damage, no electricity.
South Eleuthera 7:45 PM
09/03/2004 General flooding and structural damage, no electricity.
Cat Island 10:53 PM
09/03/2004 Light winds, no water, no light, telephone, broken gas lines, broken water lines, flooding, fallen lines and trees.
North Andros 7:15 PM
09/03/2004 Winds are blowing hard. Poles are down, trees down, flooding, no injuries, no electricity.
Central Andros 11:00 PM
09/03/2004 Lots of wind, light rain; fallen trees, phones and power is on. No flooding.
South Andros / Mangrove Cay 9:50 PM
09/03/2004 No major damages. Few roofs have loose shingles. 1 floating dock in Driggs Hill broken away. Heavy rains in Mangrove Cay
New Providence 8:50 AM Trees down blocking Dumping Ground Corner. Roof caved in at Shelter at Bethsheda United Missionary Baptist church, no injuries reported. Occupants moved to Calvary Deliverance Shelter. Cunningham closed off at Kemp Road across from Urich McPhee School Library. Mia Dean and Nay Dean (sister ships) aground at Rose Island. 2 elderly persons aboard Mia Dean assisted by Defence Force (harbor patrol). Traffic Light Dangerously Hanging on Thompson Blvd. Corner West of Harbour Bay Centre Blocked by Trees. Trees and Poles are down at Montague, number of electrical lines down in Fox Hill Area. Public Information Officer (PIO) is working with the media to notify the public to continue to stay in doors until otherwise advised.
Nassau International Airport 7:50 AM NIA is up and running. Flights are being accepted.
Berry Islands 8:20 PM
09/03/2004 Power lines down and roof damage in Great Harbour Cay.
Abaco 3:20 AM In Central Abaco strong winds and torrential rain.In South Abaco cell phones and land phones are down; there is no electricity, contact being maintained with NEMA via satellite phone. In North Abaco part of the roof at the Government building which was used as the EOC collapsed and caused minor injuries. There are no utilities in North Abaco.
East Grand Bahama 11:50 PM
09/03/2004 Lots of rain and high winds.
West Grand Bahama 8:37 AM Island Administrator notified NEMA of Rescue Effort being conducted at Home's Rock and West End due to flooding. CONDITIONS: Powerful winds and rains; flooding in West End; electricity poles are down and there is no electricity as well as no phones. Contacted NEMA via cellular phone. Roof blown off from barracks at Hanna Hill. Fishing Hole completely flooded. Residents of Queens Cove had to be evacuated. Weather personnel hand to be evacuated.
Freeport Grand Bahama 6:35 AM Windy 80 mph; Airport under 6 feet of water. Queens Cove under water; personnel taken to higher ground. West End and Queens Cove have no communication. Residents requested to evacuate low lying area and to proceed to higher grounds. Maurice Moore Primary has 150 persons in shelter. A few trees down; no power. North and South Bahama along with Trip circle are now experiencing high water rise, now in process of relocating to Huge Campbell Shelter.
Ragged Island 8:53 AM Winds about 30 - 35 knots WNW. No damage to any critical infrastructure. Telephones lines are up; electricity is on, no flooding and very little rain.
Bimini / Cat Cay 12:03 PM
09/03/2004 No rain, 50 - 55mph winds.



ACTIONS BY COORDINATING UNIT:

1. The reconnaissance team in Jamaica is finalizing arrangements for deploying to the Bahamas. Time of departure/arrival will be determined based on flying conditions.

2. The CDRU remains on standby for possible deployment.

3. CARILEC has confirmed that it has a team of utility personnel on standby to assist with restoration if necessary
