Anyone know what this message means

I'm using Wunderground's local radar to view the WPB area and at the bottom of the page it says this: THE KAMX WSR-88D RADAR WILL REMAIN IN VCP 21 DURING FRANCES PER
ELECTRONICS PERSONNEL RECOMMENDATION.

RLP

Anyone know what VCP 21 means?
