Why no 2-hour NHC updates?

Isn't there a set of criteria for NHC releasing intermediate advisories every 2 hours with position estimates in between? They did it with Gaston, and it wasn't even a hurricane.

They usually start them when the eye can be tracked by radar. I expected them to start already, but expect it after the 11pm advisory.

I don't know about NHC, but I've been tracking the eye via radar on my laptop computer at home for the last five hours. I'm no meteorologist.
