However, in FLA when groves go down, developers move in. (my brother and friends are developers so don't yell at me)

Just as hurricanes act as a balancing agent in the atmosphere, they also act as the same type of agents within biogeographic environments. The difference is that more people now live within these environments, that in the past, were not heavily populated. These types of repeat occurrences remind us that from a planning perspective, they should NOT be this heavily populated.
