Yes, but all this guy needs is a lucky break.

He drops a little Dyno-Crap into the storm just before it's forecast to experience shear or whatever weakening forces. Dyno-Crap falls. Storm weakens on its own. Tada! He will claim credit for the winding down and unfortunately, the dumber components of the media and the public will eat that up.

Then we'll have conspiracy theorists saying the government has known all about this technique for years and is just trying to punish Southerners/gays/Floridians/DisneyWorld/you-name-the-sin/insurance companies or is helping the construction worker mafia. :roll:
