I have never seen a greater reason for the feds and stte govt building a high speed city-to-city commuter rail system than this. I think it would help greatley.
Having seen how fast the crush of 500,000+ people on July 4th and DC is broken up by the metros all running aways from the mall in various directions, commuter rail is definitely a great way to move lots of people really fast.

The problem is that people in the states effected by hurricanes don't live all bunched up like in D.C. or NYC.
Florida is mostly vacant land, people drive everywhere. There is no way a rail system can function without huge subsidies from the state government.
I don't want to pay higher taxes for a silly highspeed rail system that mostly travels through cow pastures.
