quick lesson...where is the time...and is this at the height (flight level) that they normally report?

if its flight level, that equates to about 125kts at the surface, or a 145 mph hurricane.

if those are dropsonde winds, then they show no intensification as the dropsonde winds usually fail about 50-100m above the surface. The 10m winds are about 80% of those winds
