Question on tracking

How do they decide where the eye of a hurricane makes landfall? If you have a 30 mile wide eye, it could span 2 cities. I know it is trivial, but just wondering. Im not talking about the forcasting, but rather the actual time it hits land.

Oh, and what then is the official landfall city for the eye of Ivan?

Where the center of the eye crosses the coast is the landfall point. Looks to me like it was between Fort Morgan and Gulf Shores.
