What am I missing???

It doesnt appear to have any more or less chance of developing than any other MLL/ULL. If some weren't calling it "IVAN 2" there wouldn't be much debate. It doesnt appear to be ready to reorganize, ...yet. Time will tell, I for one dont expect much.

Never look at water vapor to decided a circulation. Thats why theres visible loop.

Water vapor imagery shows us the upper levels of the atmosphere.

Surface maps are indicating a low pressure off of southeast Florida, thus there is a surface feature.

Excellent points, thanks for the explanation of water vapor and visible.

And in this case, the local radar was really good at showing the circulation, and I assume with radar we're seeing LL, not UL happenings.
