Surface pressure is falling because there is a Hurricane approaching the state and there was / is a weak trough over the state this AM. The pressure at the surface does not necessarily relate to the mid and upper level pressures. Typically (I Think and am no expert) that it is the 500 MB (Mid) level of the Atmosphere where the winds steer low level low pressure systems. If I am wrong someone let me know or explain better.
