Jerry is already in use, was use in 1989, 1995, 2001, and will be used in 2007.

Joan is already retired since 1988, it was a devastating Caribbean hurricane but much weaker than Janet.

because storms can cause a lot of damage and deaths...when a storm does this (i.e. hugo, camille, floyd...etc) the ramifications of stirring up bad memories for those involved by having another storm by the same name a few years later force a name to be retired and a new one thought up for that letter of the alphabet

As has been noted here in the last few days, there have been times that the WMO (World Meteorological Organization) has chosen names similar names.

We will have Joyce in 2006 and Josephine in 2008.

In 2000, Joyce moved south of the Leeward and Windward islands and approached western Venezuela before dissipating. There were 28 advisories (six intermediate advisories). The storm peaked at 80 knots.

In 2002, Josephine remained out in the open Atlantic. There were only 8 advisories issued on this system. The storm peaked at 50 knots.

What exactly is the point here? I mean, Joyce and Josephine aren't that similar, and all names are repeated on a 6 year cycle, so of course names used in 2000 and 2002 would reappear in 2006 and 2008.

my vote to replace Jeanne would have to be Julie, not only because of the fact that its my girlfriend's name..but also for the fact that I don't think its ever been used..Its simple, normal, ..everyone would definitely keep an eye on "Julie"..i guess it just sounds way too English..3rd world beware....j/k....can anyone tell how burnt out I am by now?

I'd suggest:

Jill
Joni
Julia
Jacqueline

Note:
I don't think Gaston will be retired nor should it be. It did cause destructive flooding in Richmond, but not to the levels of Allison.
