Unfortunately it seems that if you want free money in this way most of us will need to resort to an elaborate hoax involving a drum of oil, a pipe and a pump.

No, you have to establish residency and you have to be able to prove to them that you have no intentions of leaving. I think you have to file for it every year. We know several folks that have lived there for quite some time. It isnt nearly as much as it used to be; was almost $2000 in the year 2000. And that's per eligible person, not household.
