This is a sick system infused with dry air and distributed into a hybrid north section. It's trying to start up that coastal center but isn't getting enough boost because it has to pull all that hybrid energy around itself.
If I'm not mistaken the system has expanded enough north to harbor its lower center from the worst shear. It even looks to be decreasing.
Maybe it will wrap and organize that BOC convection...
