Any CB or Ham Operators

Are there any CB or Ham Operators here? My mother is having some trouble with interference and I would like to know if you have any ideas about what is causing it. At first we thought it was a transformer gone bad, and I explained to the elec company and they changed out the one in front of our house when it finally blew and after the storms they changed out the rest on the street. That wasn't the problem apparently. The interference puts about two pounds of static and then you hear three rings and it jumps to eights pounds on the meter. Its very cyclic on the order of every thirty seconds. It occurs about four days out of seven but not necessarily off on the weekends. I wish I could help her as she enjoys her radio like I enjoy the computer.
