Perspective on "cold"

Just for fun, I was looking at the NWS site for International Falls, MN. Down here in the South, we use the term "cold" when the temp is in the 40's. For some, maybe the 50's. Not International Falls. For Sunday, they have a forecast of "Cold" and a high of 0. What would a high of 0 be for us Southerners? Ice Age?.
