Z (Zulu) time is used so that all global weather observations may be taken at the same time. Z time is relative to the prime meridian (0 DEG longitude) running through Greenwich England and is not affected or changed for daylight savings time.
To convert Z time to standard time in the Eastern Time zone subtract 5 from the Z time. For central time subtract -6, mountain -7, and PAC time -8.
Or do it this way:
EST = Z time – 5 hours
CST = Z time – 6 hours
MST = Z time – 7 hours
PST = Z time – 8 hours
Now for some fun w/ daylight savings time:
EDT = Z time – 4 hours
CDT = Z time – 5 hours
MDT = Z time – 6 hours
PDT = Z time – 7 hours
So if it is 4z in DCA during daylight savings time it would be same as 12 Midnight.

06Z is 6:00 AM Zulu or 1:00 AM EST
Correct during standard time ...
As a general guideline ...
ZULU (or GMT): Base time of 0000z
Eastern: -5 hours (Standard) / -4 (Daylight Savings Time)
Central: -6 hours (Standard) / -5 (Daylight Savings Time)
Mountain: -7 hours (Standard) / -6 (Daylight Savings Time)
Pacific: -8 hours (Standard) / -7 (Daylight Savings Time)
