You are referring to the EPAC which starts on May 15; this Sunday. Now, this invest is in the WPAC which has a tropical cyclone season from January 1 to December 31, the whole year.

It looks to be consolidating more as we speak. Perhaps this will become Nesat in the next few days.

THE DISTURBANCE JUST EAST OF THE CENTRAL PORTION OF THE PHILIPPINE ARCHIPELAGO IS BECOMING MUCH BETTER ORGANIZATED WITH RAIN BANDS, AND A MORE DEFINED CENTER OF CIRCULATION. THE SYSTEM IS PRETTY SMALL, AND THIS SHOULD HELP THE ORGANIZATION PROCESS IF CONDITIONS ARE RIGHT FOR DEVELOPMENT OVER THE NEXT 24 TO 48 HOURS. THE DISTURBANCE COULD BE UPGRADED TO TROPICAL DEPRESSION OVER THE NEXT 24 TO 36 HOURS, IF CURRENT ORGANIZATION PATTERN CONTINUES.

Actually, that island due west of the center is Mindanao which is the Southern Philippines not Central-the Central Philippines are collectively referred to as the Visayas. The system has a chance PROVIDED it does not run ashore in Mindanao.
