Is this low at the surface and if yes what thew chances at the most that it will become t.d.#1!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! :?: :?: :?:

A strong upper high is building over the top of it. In shear is down to around 10 to 20 knots. A LLC has formed at the surface around 14/78. I say it has a 20 to 25 percent chance.
