I'm confused. I don't believe you meant "Gulf Stream". The Gulf Stream is a water current of warmer waters off the East Coast. Something you wouldn't see on an infrared satellite image. Do you mean the Intertropical Convergence Zone (ITCZ)? If so... actually, it's more north than normal.

Well, with the ITCZ further north than normal, that would suggest warmer than normal conditions, which is something evident from the SST charts. This could mean an earlier than normal Cape Verde season or it could mean increased problems involving the Saharan Air Layer (SAL). We'll just have to wait and see what evolves.
