Cell just SW of Dodge CIty

What's up with the radar showing that cell just sitting there stationary SW of Dodge City? Is the radar messed up or is that actually happening?!

Yeah it's been sitting there for over an hour.. it hasn't budged and storm after storm after storm slam into that cell. It's the wackest thing I have ever seen!

Edit: NWS says they have gotten over 4 inches of rain already from that cell. OUCH! And yes... spotters are watching a tornado on the ground.
