If you look at the 12z GFS you will see what they are talking about. It doesn't look like a tropical system for the GOM though. At least not on Sat. It shows another system in 72 hours developing around the Yucatan Channel and heading towards Florida (who would of guessed that).

What they are talking about in that discussion is the MCS moving souteast over louisiana today. The GFS shows it close to the Gulf but turns east and then northeast over the Carolinas. They said "Saturday". If it stays over land, of course nothing. But if were to move out over the Gulf it could possibly start to develop if the conditions are right. The waters in that area near Louisiana are plenty warm.
The later feature that develops in the central Gulf later in the period looks to be interesting. However, the GFS is usually in la la land that far out.
