NORTHWESTERN CARIBBEAN SEA AND PORTIONS OF CUBA. SURFACE PRESSURES
ARE NOT FALLING AT THIS TIME...AND UPPER-LEVEL WINDS ARE NOT
FAVORABLE FOR TROPICAL CYCLONE FORMATION.
