I'm confused...is the SFWMD plot old or something (although they seem to have the right date)? What's up with this?

NOPE.
Any storm in the 80 series of numbers is a test or research project. Nothing out there.
INVEST 94L is the "blob" near DR and it has had no model initialization since 18Z Wednesday.
