Well this one has favorable conditions, and 94L only cause some locally heavy rains. In fact the low still exists currently, but will entirely diminish by tomorrow.

Also the remark WXWXA usually indicates a training mission.

RMK AF307 WXWXA

If they were going out for a first look the remark would probably look like this:

RMK AF302 01BBA INVEST

"for real" missions start with URNT11

Yeah, I saw that, I thought that was different. Let's see where it goes.

Hmmm....well I don't think this one quite conforms to your conditions above but:

OUS42 KNHC 281745
WEATHER RECONNAISSANCE FLIGHTS
CARCAH, TPC/NATIONAL HURRICANE CENTER, MIAMI, FL.
0145 MM EDT TUE 28 JUNE 2005
SUBJECT: TROPICAL CYCLONE PLAN OF THE DAY (TCPOD)
VALID 29/1100Z TO 30/1100Z JUNE 2005
TCPOD NUMBER.....05-032

I. ATLANTIC REQUIREMENTS
1. NEGATIVE RECONNAISSANCE REQUIREMENTS.
2. OUTLOOK FOR SUCCEEDING DAY.....NEGATIVE.
3. REMARKS: A RESOURCES PERMITTING INVEST OF AN AREA OF
DISTURBED WEATHER IN THE BAY OF CAMPECHE IS BEING
FLOWN THIS AFTERNOON. THE AIRCRAFT SHOULD BE IN THE
AREA AROUND 28/2100Z.

Looks like they decided to go down after all. Like I said they do it all the time, If they want an aircraft they usually can get one.

It does seem that the systems movement has slowed down considerably. it may now have more time over water and this might have had some bearing on deciding to go.
