Seriously. It's not classified or anything. I have friends who work for NASA, some who work directly with the shuttles. They haven't finished all of the safety modifications, and don't expect to in time for the July 13 launch. The media has hinted as much as well. They set the date because they've been under pressure from the administration to set a date and get the thing rolling. They may make the end of the 19-day launch window, but they almost certainly won't make July 13. And the tropical weather only complicates that.

Weather Worries Subside at NASA
NASA KSC PAO: "We had a weather briefing today and at this point we are fairly confident we will not have to fuss with the storm, at least this one this time. It's a long hurricane season."
