13N 64W - area of disturbed weather

this area has flared up in the past few frames can any pro-mets identify this feature for this hapless weather enthusiast.

That is a tropical wave moving thru the eastern caribbean.

any chance for development given this recent flare up in convection associated with the wave

Look at a WV loop and you will see a low pressure trough off digging down and touching it off to it northwest. This is a common situation that oftens causes these waves to flare up. Cindy had the same roots, but it took days and days of TS activity before anything organized.

Yes, another wave interacting with an Upper-level Low. Just something to watch down the road.
