According to the Saffir-Simpson scale, Cat. 3 is after 111 mph. So technically, it's a cat. 3.

Right. It's whether or not the 97.6-knot extrapolation will be rounded down (to 95 kt) or up (to 100 kt) that will determine cat 2 or 3.

No....it's normally 90% at 700 mb and 80% at 850 mb.
122 kts (140 mph) - 10% = 110 kts (127 mph)....IMO we now have a 110 kt cat-3 hurricane moving toward NE Mexico...and still intensifying.
