Yes, at that time subtropical storms were named using the phonic alphabet.

Actually, "Charlie" should also be a part of Alpha and Delta, for it too is part of the phonic alphabet and not a person's name (as used in this situation).

Those are subtropical storms. Until recently, they were not given names.

My question is: Why did they give the subtropical storm after Dawn a C name? Should have gotten a D. What a confusing, frustrating year that was.

They gave that subtropical storm a letter from the phonic alphabet. Prior to Subtropical Storm Charley, there was a Subtropical Storm Bravo. At that time, subtropical systems were given names straight from the phonic alphabet and weren't associated with true tropical systems.

That list went as follows...

Alpha, Bravo, Charlie, Delta, Echo, Foxtrot, Gulf, Hotel, India, Juliet, Kilo, Lima, Mike, November, Oscar, Papa, Quebec, Romeo, Sierra, Tango, Uniform, Victor, Whiskey, X-ray, Yankee, Zulu.

I guess Subtropical Storm Gulf would naturally make landfall along the Gulf coast.
Subtropical Storm November would form in November.
Subtropical Storm Yankee would have to hit somewhere up in the NE.
