If I am not mistaken, that is the highest flight level wind recorded in Franklin up to this point: 62 knots - reduces to 57 mph at the surface...

Yeah, from what I see, that is the highest... topping previous high of 57 knots...

Negs... look at the pressure and radar altitudes ...1500-1600 meters... that's 850 mb level ... 700 mb level is 3000 meters or so...

Because of the dropsonde ob (OB 12) probably... 59 knots at the surface...take off a few knots to be conservative (in case it was a gust)... and there you are at 55 knots...
