So far the monsoon has been a loser down here and I am about ready to write it off.

Yesterday's rains were pretty much a bust at my house (.03"), but some more substantial rains in many areas of the valley and toward Wickenberg.
This is now like the more traditional monsoon setup...east to southeast flow of moisture aloft..but not much movement. So where it rains, it can rain a lot.
We had a severe thunderstorm warning for our county a full 6 hours before the rain arrived here...and by then, it was a dying storm.
The fact that forecasts list POP percentages as 20 or 30% is not nearly so important as whether the next thunderstorm is over the top of you or not. If it is, you can pick up some nice beneficial rains in a small local area.
Not ready to give up on it here, but I see what you mean down in Sierra Vista. I have not seen much of anything near Green Valley where past summers rain was almost an afternoon event.
