You're stretching, Derek. ;-) Sometimes there are "political upgrades", as was the case with Grace. It was causing TS-force wind and rain over the offshore lease areas, and it was probalby easier to explain it as a "tropical storm" to those folks than to try to explain that a tropical wave can produce tropical storm-force wind or higher.

I think this wave may well develop once it passes the Dominican Republic late Sunday or Monday. Thunderstorms are trying to consolidate along the leading edge of the wave in the NE Caribbean.

RADAR DATA INDICATE THE LOW PRESSURE AREA ASSOCIATED WITH A STRONG
TROPICAL WAVE MOVING THROUGH THE NORTHERN LEEWARD ISLANDS HAS NOT
YET ORGANIZED ENOUGH TO BE CLASSIFIED AS A TROPICAL DEPRESSION.
HOWEVER...CONDITIONS APPEAR SOMEWHAT FAVORABLE FOR A TROPICAL
DEPRESSION TO FORM LATER TONIGHT OR SATURDAY OVER THE EXTREME
NORTHEASTERN CARIBBEAN SEA AND IN THE VICINITY OF PUERTO RICO AND

Astroman..those are the initial conditions plotted for Invest 92L for use with certain computer models.

The first group of numbers is for the 12z run (7AM your time) and the second group was from the 18z run (1PM your time).

I agree we had the surface obs/visible to tell us that this system was a tropical distrabance. But did not have the west wind to become a depression. If it doe's not become a depression durning the next 24 hours before moving into DR/Hati you can forget development of this system.
