How can you have development with all the ULL's

How can you have development with all the ULL's
I know conditions will be improving by Aug 15th ,but how can you have development if theirs 7 or 8 upper level lows tearing things up out there.

That upper low almost destroyed Andrew. What happened is it split, one peice moving north and the other moving south. A strong low-mid level ridge than built north of Andrew and drove it due west to Florida. On some occasions upper lows can build down to the surface and become warm core, this happened to Erin in 94 or 95 which double landfalled in Florida at cat 1 strength.

I could be wrong on this, but it seemslike I remember a local met here in Central Florida saying that when the Low was southwest of Andrew it was helping the storms outflow.
