Should they be asking some to go back to NO with Rita about?

People can still only enter/exit the city from the west, correct. The levees are still significantly compromised, correct. They're taking a chance a REALLY big chance. Besides contaminated drinking water and issues with that there are going to be a ton of injuries from people trying to clear trees and their property. The hospitals are going to have a difficult time dealing with this.
