Rita's name already retired?
Does Rita's status as the third most powerful hurricane in Atlantic basin history guarantee that her name will be retired no matter what happens from now on?

Rita will be retired if she hits at Cat 2 or above.

Since Rita is a Spanish name, short for Margarita, the Spanish form of Margaret, they might try to replace it with another Spanish name. Rosa perhaps? Are there any Rosas in the hurricane name canon?

No. It could be the world's strongest hurricane and it wouldn't be retired. Rita is considered a Spanish name, in origin, therefore the replacement name will be a female-Spanish name.

I think you're right, it has to be a name from the same ethinicity, and it also has to be from the same gender. So to the poster that menitioned Ramona is on the right track, in my opinion.
