What about the NASA facility in Houston. Isnt it on north side of Galvalston Bay?

Johnson Space Center...

Yes... in the worst case(just west of the city) they would be probably flooded as well.

Why is Rita's west side flattening out on the IR loop?

These are fairly old 08Z but you I see what looks like an outer eye wall and moat beginning to form.

Looks like all the operational guidance is buying in to the idea of a stall inland. Not good at all from an inland flooding standpoint.

Also note, the NOGAPS which was well left of the consensus for a long time has (since 0Z last night) flipped to being a right outlier.

Last few frames have resumed NW track.
