Recon didn't pass that location. If you meant 20 degrees 40' and 74 degrees 10', there is no center there according to the data. Wind direction is a constant 140-145 degrees.

EDIT - Oops, posted in wrong thread.

With the possibility of a weak LLC in the vicinity of the MLC, along with these new RECON reports, it is no surprise that Ernesto's tropical storm status has been maintained in the advisories.

Steady wind direction of 102-107 degrees there, so it's not a center.

The center has not been found off Cuba yet, but they have found winds that would keep Ernesto a tropical storm (40 mph at the surface).

Winds go from E to ENE to NE...but they still haven't gone through the center.

The visible center isn't necessarily the surface center. On the other hand, the reports show that a center is probably located just south of the plane's path.
