SSD Floater guys asleep at the wheel?

SSD Floater guys asleep at the wheel?
I have never heard an explaination as to why the floater is so slow to move onto an important area. The satellite floaters are still both pointed to Virginia when we have a new TD to look at.
Please don't respond by telling me I shouldn't be using the floaters anyway.
Any thoughtful answers as the process of moving the floaters or the true purpose of the floaters would be greatly appreciated!
