Studies back in 1998 showed we had the most per km^2. Since then the Netherlands has been found to be more active that way. The UK is roughly 1.5 times as active as the USA per km^2 but wait for my paper in the International Journal of Meteorology to see the actual figures.

You'll have to go a long way to beat the Netherlands though, you would need around 350 a year to beat it! (Figure for the Nertherlands is based on a paper Nikoli Dotzek wrote a few years ago).
