Yeah ... shear is just a little bit heavy for development in that area. ;-)

Though it's mostly (or all) low clouds - it does look impressive - even to me...

Buoys/obs on all sides(don't have one for northeast) shows a closed surface low. Very interesting. But winds are way to light, its weird normally it takes at least 20 knot winds at least to close a surface low.

I was thinking if the Navy in coordination with NHC would do a test on this as they did last year in late April, (Image above)

Does this system hold any tropical characteristics? Is it possible that there was a tropical storm, and it was just not named?

This system was definitely not a tropical storm (and it featured no tropical or subtropical characteristics). It was a frontal eddy with no evident surface circulation. Winds were light and variable in the vicinity. It was not vertically stacked and it was a very shallow system. No deep convection has been observed and very little overall anticyclonic rotation was evident.
