The quickscat on 03b had 45-50 knots. Which is proof for that system to have being stronger then the IMB shown. Also a banding eye started to form as it was nearing land...I've got a large amount of respect for the nhc, because they are right a lot.
Also I feel that the nations of the northern Indian should make a deal with the JTWC. That would be to make them the offical hurricane trackers for the northern Indian. But that is not my choice but the nations of the north Indian ocean.

No, that is the choice of the WMO. And you don't have all the facts. Do you know how the IMD does their storm analyses? Do you know how they determine wind speed in "weaker" cyclones (compared to Gonu, for example, where T-number was mentioned)? If you don't, while we all believe that this was >30 kt, you cannot say that the IMD didn't think about considering it to be over 30 kt. They must have, but decided to go with what their instincts told them. Nothing wrong with that.

That's tragic. I don't know if it has anything to do with politics or is indeed an error but anyway, it's a sad situation.

There have also been named systems warned by RSMC New Delhi that haven't had any warnings at all issued by the JTWC by the way.

I think both 03B and now 04B have been handled poorly by the IMD. Either they have to train their meteorologists better to interpret satellite information or if the deficiencies continue, the WMO should transfer the responsibility of official forecasts in that region to La Reunion, which handles S Indian Ocean cyclones.

Well, the NHC handles the E Pacific. I don't think CA really has serious threats to its coastline regularly.

The reason they cover the NE Pacific is that the USA's responsibility for forecasting covers a large part of the northern Pacific.
