Barry was an odd storm indeed as it developed under unfavorable upper level winds.We needed the rain though.

windstorm you say the entire atlantic is under unfavorable mjo conditions, and forecasters are calling for neutral to late weak la nina this season, but wouldn't the pacific have been more active recently according to the MJO logic

I'm going to have to go ahead and predict that it's going to form in the NW Atlantic a couple hundred miles east of the East Coast of the US and A and will possibly brush the Canadian maritimes as a subtropical or cold-core low.
