Derek said this system did less damage then Emily of 2005. For a system that was only 1 millibar weaker then Camile and Mitch at there peak; those people got very "lucky" on the Yucatan. It missed a city of 120+ thousand to the north. In most of the area the people where ordered out. Rita,Wilma,Katrina, even Mitch never hit land as strong as Dean. In yet he appears at 'least of the little I've seen' not enough to be retired. Believe me I'm happy no one died in the Yucatan, I think they did a very good(amazing) job in getting people to safety and should be a model for the united states to fellow in the future.
No I do not think that storms only have to hit the United states to be retired. But believe that not every hurricane should be retired. In there has been many a case that worst has occured. Every hurricane damage is going to be caused in some people are going to loss their lifes. That is sad but a fact. Hopefully we can work to limit that. But this caused less damage then Emily in Jamica and the Yucatan. We have to look at the pics and data then think is it retireable or not retireable. Erin killed 14 people in Texas I believe I read. In with heavy flooding, do you think we should retire him? I don't think so. Yes Dean caused a lot more damage, in fact in the billions. But we have a lot more billion+ hurricanes these days. Like 2 out of every 4 hurricanes that hit land will be one these days. Should we retire each one...The dollar amount they are based on is devauled pretty good since every year making the amount worth less. Meaning a katrina most like has 3-4 billion dollars added to its amount by today's standards already.
With this in mind its up in the air...We will see if Dean can be retired or not.
