Oh, one more thing to throw into the mix.

The storm is not in the NWS's area of high seas responsibility. Therefore if the NHC wanted to upgrade it would have to liaise with France, which holds high seas warning responsibility east of 35W. It's possible that this is why there has not yet been any advisory.

I concur; consequently, my "guess" for the possible special advisory from the NHC is 1 p.m. EDT. Additionally, Special Tropical Disturbance Statements are not issued for every individual case.

Yeah. 1006 to 1008 is about right. 992 is a strong TS/weak cat 1.

It's rare, though. Even in the WPac, 35 kt storms tend to have 996 hPa pressures. Furthermore, a 12z ATCF entry of 25 kt 1009 mb makes it a very steep 17 mbar drop.

It happens when storms are weakening/becoming extra tropical. Not when they are developing though.

France issues high seas forecasts, so the NHC would have to inform France that they are making an upgrade so France can reflect it in their next bulletin.
