The Quikscat page feeds off the same source NRL does, I believe, therefore it is likely to show the same thing.

If they are waiting until 21z to upgrade, you would think an STDS would be coming.

FNMOC makes it 30kts with the pressure of 992mb...

Isn't that pressure too low?

Yeah. 1006 to 1008 is about right. 992 is a strong TS/weak cat 1.

I've seen depressions and tropical storms with pressure that low. Like Frances!

It's rare, though. Even in the WPac, 35 kt storms tend to have 996 hPa pressures. Furthermore, a 12z ATCF entry of 25 kt 1009 mb makes it a very steep 17 mbar drop.

So it means that FNMOC isn't currently reliable, either. So whether 92L has been upgraded is still unanswered.

Is France the RSMC though for east of 35W. In the past, NHC has always made the call. Have I missed a change in WMO policy?

It happens when storms are weakening/becoming extra tropical. Not when they are developing though.

France issues high seas forecasts, so the NHC would have to inform France that they are making an upgrade so France can reflect it in their next bulletin.
