As Derek just said, you get subsiding or sinking air ahead of the storm, and sinking air prevents clouds and precipitation. The first rains from Santi, BTW, are getting pretty close to Manila, but they won't be hard and it won't be windy for a number of hours yet. The heavy stuff is still 12 hours or so away.

!?!? How long have you been there in the Philippines? They get lots of very loud thunder. Did you just move there? Where have you been living where you've never heard loud thunder?
