Other unidentified ships appeared to confirm a closed surface circulation with pressures as low as 29.59 inches or 1002.7 mb well away from the center of circulation. Of course we don't know how accurate these observations are, but with multiple reports of pressure around 1003 mb well removed from the estimated center of circulation and multiple reports of 25 to 30 knot winds including the 41 knot wind mentioned above tells me this system is quite possibly already a cyclone deserving a name. That may be why Accuweather named the system as Phet?

It is the responsibility of RSMC New Delhi to name Tropical Storms in the North Indian Ocean. They would name it "Phet" if the System becomes 35Kt. as per their guidelines.
