Can someone please explain me why with a close circulation, 45 kts winds and 1006 mb, NHC does not issue an Special Outlook at least?
The circulation is very weak at best...so the issue is, does it meet the criteria for a TC? This is definitely one of the most on the fence systems I've seen in a long time.
