I've made a translation. Thanks to all my carib friends, we appreciate your wink towards the "flooded butterfly island". Yeah you read it: 300 millimeters of water just on our airport! I wonder if it's not a new record or tied record? at le Raizet since... Lenny 1999! I will make researches to have a better idea on this possible record...

Current situation and Observations
A moist and unstable air mass is stagnant on the Caribbean arc from almosta week, causing many showers, sometimes stormy. Very strong showers were observed yesterday day and first part of night. Accumulations have been approaching 300 mm in 12 hours measured at the Raizet. Up to 150 mm were estimated on Petit-Bourg, Baie-Mahault and le Gosier, and between 50 and 100 mm on the rest of the Grande-Terre. On Basse-Terre, les Saintes, Marie-Galante and la Désirade, rollups haver eached 30-50 mm during the night.

Forecast
Despite a decrease in the intensity of rain and thunderstorm activity since the middle of last night, many storms continue to beform around our islands, particularly in the Caribbean Sea, and threaten to cross us at any time. Time is generally sullen and wet, in an atmosphere still very unstable. The weakness of the wind can also promote stormy developments as early as midday on our land.

Comments. Consequences

Added to the rain of the last few days, the strong thunderstorms of yesterday make the waterlogged soils. Floods are therefore possible in case of strong showers or rain extended on the same area. Be careful and stay tuned for our newsletters.

Heavy rain: a missing, cut roads, flooded areas

A person may be swept away by the waters, is missing this morning. The night is heavy: cut roads and neighbourhoods of several communes flooded after very heavy rains.
Sections of several national roads have been cut off by sudden and strong climbs of the waters. Several neighborhoods, including Pointe-à-Pitre, les Abymes and gullet, were flooded, according to the Prefecture.
The level of water reached in places 1.50 to 1.80 metres, reports broadcast by local radio stations. The municipalities of Pointe-à-Pitre and les Abymes opened schools to accommodate the survivors of the road.
In a point of situation released Tuesday at 2 pm, the Prefecture indicated that "all missing persons were found, except a person who would have swept away by waters in a canal of les Abymes, according to a witness".

At Pointe-à-Pitre, the municipality opened in the night of Monday to Tuesday, Léon Feix primary school to accommodate victims of the road. A similar initiative was taken by the neighbouring commune of les Abymes, which opened two "safe havens". They are in fact the announcement by radio way.
The Prefecture had announced Monday evening, two hours after the onset of rains, that "the level of orange vigilance was triggered by weather France at 19: 30" local (1 A.m. Tuesday in Paris). She noted in a press release, "localized flooding" and "a resurgence of the interventions of services for homes and businesses flooded emergency or for portions of blocked roads".
Rain, which stopped Tuesday to 2h00du morning, could resume in Tuesday. "The public is invited to stay to listen to information broadcast by the radio and stay very vigilant in the evaluation of the meteorological situation," advises the Prefecture.
