At some point over the next few hours after it passes the NC coast that as it starts interacting with the trough more it may get a little stronger before becoming extratropical, IMO.
Oh yeah I wouldn't count this out getting to near cat 3 after it gets away from Hatteras and before it speeds up too much. After all for close to 24 hours it will lose the land interaction and still be over the warm Gulf stream with possibly less dry air and still low shear. It has had such a good tight circulation all along and they are tougher to break down.
I remember Hurricane Wilma restrengthened for the third time to Cat.3 status after crossing the Florida Peninsula on it's way out to sea!
